The next generation iPad will be 15% thinner and 25% lighter than its predecessor. This size reduction is due to handful of tweaks, which includes the battery which will be 25% - 30% smaller. Apple will also make improvements on the display panels and A-series chip which use less battery.
Apple plan on using the same touch technology that is present on iPad mini which is thinner than that used on full sized iPads currently. The main reason for the less sale of the third and the fourth generation iPads less than second generation iPad might be that iPad 2 was much lighter and thinner.
